You can always use the search function:
If you know what your looking for, use CTRL F to open a FIND window and enter your search.

I rarely use the Start Menu, except when shutting down (or when installing something from the Downloads folder). I’ve put a “system utilities” folder on my desktop, and put shortcuts to my most commonly used stuff (i.e., defrag, add-remove, etc.) in there.
