What for?
The Virus Cleaner supports (and always supported) only a very limited amount of widespread infections - as listed on the corresponding page.
So, I’m afraid there is no newer build.

are there any other standalone (portable) scanners by avast?
No. Oh, there is the antirootkit beta, but it’s not a full antivirus scanner.
avast is made to be installed and run as resident.
