For what these empty folders are there? : :

Probably nothing.
The set of folders (Chest, Log, Report, …) is created during the initialization of the engine - and there might be a few on the list that were planned during the design of the engine years ago, but never really used for real (or maybe used in the past, but not anymore… don’t know).
