Active FTP

After upgrading Avast to 2014 free version, I got trouble using an old application which utilises an internal active FTP client.

What protections are needed to turn off to make it work? The IP address I try to connect to is a public address. The data port is not opened.

I have been through Windows firewall settings, the application is listed with full permissions. Is there some secret firewall built into Avast?

Or is it this “Deep scan” feature which does more than just analyze the executable? Deep scan is run every time I open the application (which is a total nuisance).

I tried to add the IP address to the exclusion list, but unfortunately this implies the HTTP protocol even if I explicitly add ftp:// in front of it, which makes me end up with a http://ftp://xxx.xxx.xxx.xxx URL, which of course makes no sense.
There must be some way to do it. Or is it the Windows firewall after all?

Replying to myself - Avast was innocent. The problem is some kind of Windows bug I will have to investigate further. When I finally succeeded in turning off the Windows firewall in the right way, it worked (with or without Avast protection).
