Do you have Adguard installed ? if you do then you have two options - exclude Adguard or remove the Browser cleanup module from Avast
Personally I’d do both 
After uninstall Adguard get this … (look in attachment)
Maybe admins write here rules for Adguard detection ? Registry, files, directories.
