WINDOWS VISTA USERS and UP: Vista TCP tuning (tweaking) is NOT advisable. The Vista TCP stack does a reasonable job of tuning the receive window dynamically, there are no known registry tweaks that would optimize Vista better than its default configuration.

Instructions there from Steve Gibson, nifty little tool (a mere 163 kByte) and you can have a decided clue what is going on under the DNS hood,

Do that, a little pulse taking now and again and a health check
is advisable to know what is going on.
A lot of people criticised good old Steve Gibson,
but he developed some line of mighty fine nifty little check tools,
and this one will benchmark and improve the settings.
I have it to run from time to time.
Takes some time to go through this and thoroughly test with it,
I give you t will be worth waiting for the final results
(takes some half hour or so).
Good we can do these exercises here at the forums,
it is inspiring…

Minor Aberrations –
Certain TCP protocols are blocked in outbound traffic
Fragmented UDP traffic is blocked
We detected at least one proxy
Network packet buffering may be excessive
Not all DNS types were correctly processed
Some sites were blocked using DNS (comment most likely Hosts)
These abberations are not really issues and for the greater part could be firewall induced,
