I’m planning on buying Avast! 4.7 PRO, will I get a free upgrade to 4.8 PRO when it comes out?

You can choose the length of the maintenance contract - 1, 2 or 3 years. During this period you will receive all updates/upgrades as part of your license.

Yes, during the license period you’ll receive both program (version and builds) and virus database updates.
