Avast and Fallout 4 Pipboy app

The game Fallout 4 has a companion app for Android that displays in-game info, and will interact with the PC game from your phone. IF I disable the Avast firewall, it works just fine. But with the firewall enabled the app cannot find my PC on the network.
I have enabled every setting I can find, giving Fallout 4 permission for both incoming and outgoing traffic.

What do I need to change to get the app through the firewall?

Is the firewall i puplic or private mode?

I don’t know, I cannot find a setting that says public or private. BTW it is an EA6400 Dual Band router I am hooked up through. The rules in Avast for Fallout 4 allow all incoming and outgoing traffic.
