Presumably because a) they want to retain control over it and b) it is a feature of avast. In the future when it has additions from the virus labs is another reason why it would remain a feature of avast.
Your CAPS LOCK key appears to be stuck or it is considered shouting.

I thought that avast web rep can be used by non avast users and they would experience the power of user based website rating like WOT…
And I didn’t know using the CAPS LOCK key meant shouting…oops…
It can’t be installed unless you have an xpi file for it and that isn’t in the firefox/mozilla add-ons site, you have no settings in firefox, it can’t be updated in firefox, it can’t be saved in firefox using something like FEBEs add-on.
Effectively it isn’t stand alone (you have little control over it) and isn’t being offered as such. Offering it as a stand alone add-on won’t show the strength of avast as it currently has nothing to do with security, but reputation alone and that from ‘avast’ users.
So if they want to see the power of avast, they only have to try it as the web shield and network shields are of a much greater importance.
And how to adapt the existing facility Webrep from Avast to rapidly changing FireFox, or could not develop the company Avast is a tool to proactively to the release of FireFox?
it relates to Avast! webrep… as the topic is “Avast and Firefox” but if there was a update button on the webrep tab it would maybe be faster to fix the Firefox problem
