The most important issue has been omitted, the avast version you are using ?

I have no idea if there is an equivalent to ashCmd.exe for win9x or even if it would work, but the ashCmd.exe is a part of avast Pro so if using the Home version that definitely won’t work.

ashCmd.exe works OK under Win9x, but as DavidR correctly pointed out, it is only available in the Professional Edition of avast.
