If you have the option to start your computer with not verifying digital signatures, I think it will boot up. I had the same problem yesterday and was able to identify it as an Avast driver that the digital signature couldn’t be verified. Restarting without verifying digital signatures is one of the options in the menu that also has the command for safe mode.

I have a thread about the specific file involved - I’d be curious to know if running without verifying digital signatures solves the problem for you as well. (It’s a temporary fix because the next re-start the problem is back and you have to go in to the menu and re-select the option. I had to remove Avast until there’s a solution.)
