I see a lot of security companies have been in Vietnam through a company con.Vi instance avira has a red umbrella company, ESET also. So why avast does not have a subsidiary in Vietnam and the forum in Vietnam!

avast! doesn’t have subsidiaries anywhere, only resellers.
I think the OP is wanting to know why there is no vietnamese language section in the forums igor.

I thought the OP is asking about both if you read the first post again (a subsidiary in Vietnam and the forum in Vietnam), but not necessarily a sub-section in these forums in Vietnamese.
As Igor said only resellers and they would have a support obligation to I guess:
avast! distributors are authorized and trained to provide sales, customer, and technical support for all avast! products in their regions.
Don’t know if they would have their own forum, but the link given by the OP is for one of the avast resellers site.
I was just going by the first question in reply 4 which i understood as wanting a vietnamese section in this forum, its the language barrier strikes again.
I guess the OP gave us the answer in the post prior to yours 
Its all right asking the problem is supporting it, we don’t have an abundance of Vietnamese forum members as regulars. Which is why the local resellers have a support obligation, but that would only extend to those who have purchased avast products from them.
