It is a regular check by avast to see if there is an emergency update available.
If there was an issue which could cause you not to be able to update either the engine & virus definitions or the program update. A fix could be done in the form of an emergency update released by avast.
This is completely separate from the regular VPS, engine and program updates for the above reason. It only checks for the presence of an emergency update, if nothing is present then it ends the task.
Let’s say avast! was to accidentally released a virus definition that borked your internet connection as here: http://www.cnet.com/news/buggy-mcafee-update-whacks-windows-xp-pcs/
emergency update could fix this issue or others without your user intervention. There’s a reason why it is there.
