I have never had a virus before, and am curious how a fresh installation would be infected?

This could be a false positive, but as it is in the System Restore file, it would be harder to check it.
If there is no other malware found, I would suggest to clear system restore file. This also clears that PUP file.
Disable System Restore → Reboot → Re-enable System Restore.
You can disable/enable SR from Control-Panel → System → Expert Settings → System Restore → Settings.
(I don’t have English Windows, so strings could be differ.)
