The Avast team were unable to reproduce this issue on Win 7. However, they were able to reproduce it from Win XP.
The fix for Win XP will be out soon with the next micro update.
My 2 PC automatically update from 17.8 to 17.9 (without my permission !!! >:( )
I test a backup folder with Xcopy and it still hand on files !!!
I was hopping this update was for the fix
The micro update should hopefully go out today. The fix is currently still in progress.

The micro-update from Avast to correct the new file-copy problem was released 3 hours ago. The fix will automatically roll out within the next 12 hours but you can do it manually now.
Running AVEmUpdate.exe as admin from Avast directory and rebooting or you can execute: schtasks.exe /Run /TN “Avast Emergency Update”

Just the Avast update.
The Avast version still shows 19.9.2332 and a release date of 21.12.2017, but the build number has changed to 17.9. 3761.278.
