Avast is blocking a download link and won't stop when I add it as an exception

Exactly as I’ve said. I click the link. The following window pops up. It stops the download. There is no option to bypass. I try again - nothing happens at all. I copy the URL and add it to exceptions. I try again. The same pop up comes up. Rinse and repeat.

I need the item in the download link. There are no mirrors that I can find. I can download the source code from GitHub, but I’m not tech savvy enough to know have a clue how to compile it. I am tech savvy enough to know that the link should be safe. I know why it’s likely flagging - the thing I’m downloading has the power to directly alter a certain other exe file. That’s why I want it. To do the thing. I need it altered. It’s legal and not dangerous and linked on the official website of the game in question.

How do I fix this?

I’m going to try to bypass this by downloading it on my phone and transferring it to my PC, but I shouldn’t have to do that, and I need a way to make sure this doesn’t happen again, or I’m going to have to be in the market for a new antivirus that does what it’s told.
