I have installed the latest version of the English version of Avast
there is no Chrome option available when installing …just straight install
is this a Bug ?

Uh… why can’t you just install google chrome straight from google’s website? Why do you need your antivirus to install it for you?
You’re going back to 4.8, because avast 5.0 didn’t offer Chrome, that is probably the best laugh I have had for a while.
If avast was to install Chrome without your knowledge people would be hopping mad. I installed the original release of avast 5.0 over 4.8 and it most certainly offered Chrome, which I declined as I don’t rate it that highly. So I don’t really know why your install didn’t, but we don’t know what you did, clean install or update or what avast version it was, current version is 5.0.396.

Clarify please. Do you mean there is no option to accept or decline Chrome, that
it just installs avast! alone - or that it installs avast! and Chrome without
giving you a choice to decline Chrome?

this is from a fresh install
The Chrome offer is not made in all cases.
E.g. when the offer has already been made previously, or the OS doesn’t meet the Chrome requirements, or incompatible language settings etc.
In that case, Chrome is not installed, of course.

First you say that there is no chrome option when installing, and that you’re going back to 4.8 if it’s not offered. Then you say that you don’t want Google chrome, and the avast installation doesn’t give you an option.
So, what’s the deal? You don’t want it, and it’s not offered during the installation. Just install avast and be happy, right? ;D
VLK explains why it may or may not be offered. Sometimes it is (when requirements are met, and it hasn’t been declined previously) and sometimes it isn’t.
