Is there a way to purchase Avast mobile premium from my desktop computer? I do not ever have any credit card information on my mobile device, and do not want to try to purchase the software from said device.
I can not see a way to purchase the premium software from my pc.

If you log in to my.avast.com and go to your device overview (Security Info), there is a license info section at the bottom of the page, if you have a free license on the mentioned device, there will be a link to buy a year license via our website.

yes you can but need to make a little workaround 
Go to this page and add to cart the Pro Antivirus. Then in cart you will have an option to add Mobile Security Premium. Then remove the Pro Antivirus, and buy just the Mobile Premium.

if you purchased a voucher then no, you need to put the voucher into your device manually. Once it’s bonded to your GMail account, it should get automatically applied to all your other devices after some time.

I don’t know how long is “some time”. You can manually refresh it on the phone though, there should be an “I have purchase a premium already” button/link somewhere in the subscription screen.
