Avast modified group policy on server 2012

Was locked out of opening any and all .exe on server. Finally got in by deleting local profiles and disabling group policy service. Event Viewer shows avast modified group policy? Has anyone seen this. Still cannot get server to run with GPO enabled. If we do then we get the application cannot be opened due to restrictions set by your administrator.
