After seemingly getting a program update almost monthly, my Avast Premium is still stuck on December 19, 2022 program and it’s February 2023 now. Is something broken or is this normal?

yup, just checked and done manual update and still shows as 19th december

It isn’t a hard and fast monthly update, monitor the Avast Beta sub-forum and you will see what is going on.
See this topic - https://forum.avast.com/index.php?topic=322505.0 - - final tuning before public release - this is the latest beta and I would say it must be getting close. There have been three previous beta releases and updates in the 23.1.xxxx version.
