Are you turning them back on one by one in the UI program itself.
no idea if this will do anything but if you right click on the tray icon and hover mouse over “avast sheild control” what does it say at the top, mine is all sheilds are on. if they are on yours then disable them for 10 minutes then go back in the same way and turn them back on. then go to UI and are they all on. if not maybe you need to try a repair.
