avast public profile does not allow to sent mails with attachments

Dear all

running windows 10 avast premier 2015 and office 2013
on a 64 bit machine
I don’t know if this is the right place to ask but I noticed that whenever I’m connected to a public hotspot that I’m not able to sent mails with attachments is there a way to modify these settings?

also mails with inserted images are not sent
very strange on homenetwork everything works like a charm
