You can’t compare as they are two totally different things.
The avast Safezone browser can’t be used outside of the safezone an area completely isolated from your normal desktop, used for the likes of secure banking, etc.
The comodo dragon browser is just that a browser on your normal desktop and isn’t even running sandboxed according to the brief instructions, which can be found using a search engine, comodo dragon.

Comodo Dragon is a Chromium based browser with a dedicated DNS.
avast SafeZone browser is the same. But avast SafeZone is an environment that nothing else gets in.
A sandbox is a tool to nothing gets out.
