I get this pop up when I try to send or recieve mail:

Same here. Mail works fine when I disable Avast, but with it active, I get the same exact error. Called my ISP and the first thing the guy asked was do you have Avast? I said yes and he said disable it, the last 3 calls he’s taken has been the same issue.
I just worked through this problem; I found that the SSL port settings for Outlook Express and Avast had to be the same…same ports, with SSL encryption disabled in both. In my case, the pop3 port is 110 and the SMTP port is 25…with encryption boxes left unchecked in OE and encryption set to none in Avast. In Avast left menus, choose real time shields> mail shields> expert settings> ssl accounts to change the settings. In OE, tools> accounts> properties> advanced. For me, it was the pop3 setting in avast that was wrong. Hope this helps someone. Wes
