The No Action just means don’t send it to the chest, try a Repair, Delete, etc. but it won’t let you execute a file that is infected (rightly or wrongly detected as infected). That is why it won’t run and why the exclusion of the file works, you should also include the exclusion in the Program Settings, Exclusions, so it isn’t detected on on-demand scans.
I guess people would pay to remove the ads in weatherbug which was what got it categorised adware.
I can only assume that the same coding/signature is still present in the paid for version. You could take action as in the False Positive link, but I don’t know if it would be classed as an FP, if you upgraded from the free version to paid for the same signature may be present.
As you have excluded it you accept that it isn’t adware this will give you a workaround in the meantime, you could also look at the other option mentioned by spiritsongs.
