What do you mean by turned off ?
Do you mean it is a blue grey looking colour which is normal and will differe depending on your graphics, monitor, background colour?
Do you mean it has a Red circle with bar over the top of the avast ‘a’ icon ?

What did you try to turn it on ?

Probably the most important thing you haven’t got any O23 avast! services in your HJT log.

So avast isn’t running, apart from the avast icon, ashDisp.exe.

Have (or did) you another AV installed in this system, if so what was it and how did you get rid of it ?

Try a repair of avast. Add Remove programs, select ‘avast! Anti-Virus,’ click the Change/Remove button and scroll down to Repair, click next and follow.
If that doesn’t work try, uninstall, reboot, install, reboot.
