The fix I posted will remove the security centre report and will just flush the system connections to default

attaching the log as asked - avast has gone but now im getting a microsoft security essentials is turned off message (!) i havent had that on my pc for years (!)
Can you turn defender on via control panel > security ?
Now that Avast is clear you can now install another AV

I uninstalled MSE about 3 years ago after moving to Avast so I have no idea what’s going on with that. :-\
There is no MSE software or any files anywhere on my pc. ???
Use FRST to remove the entry
You should now be able to install the AV of your choice
CAUTION : This fix is only valid for this specific machine, using it on another may break your computer
Open notepad and copy/paste the text in the quotebox below into it:
CreateRestorePoint: AV: Microsoft Security Essentials (Disabled - Up to date) {BCF43643-A118-4432-AEDE-D861FCBCFCDF}
Save this as fixlist.txt, in the same location as FRST.exe
