I was unable to access Internet. Eventually I found that disabling Avast web shield and Secure DNS allowed access to Internet. How can I fix this?
It shouldn’t be necessary to turn off Web Shield to access the internet. It is also risky to turn off shields designed to protect you from harm. Did you ping a website to see if you had access? If no ping then use another device to get help from here.
Were you connected to the internet using SecureLine VPN when you did not have internet access?
Is SecureLine VPN a standalone installation or is it integrated/running from your avast install?
What version and build is your current avast installation? Operating system?
I hoped this problem might go away but it still persists 24 hours later.
I can’t ping any website when there is no internet and I’m not running Secureline VPN. My current version of Avast is 17.3.2291 (30/3/17) and OS Windows 8.1

This thread caught my eye because I also discovered that if I turn off Web Shield and Secure DNS it would fix a problem I was having.
After researching some non-Windows tasks, I found AMDquickstream, which does end-to-end traffic shaping of IP packets. After uninstalling the package (Control panel → Programs → Uninstall a program) and reboot, and then reinstalling Avast (I had temporarily switched to another antivirus package), the problem seems to have gone away.
I have no idea if this is what you are experiencing, but the symptoms look similar.

Disable Web Shield. Secured DNS, and Avast Firewall your internet connection will be resume and work again, This works for me, hope it will work for you too.

Perform a clean install of the latest version with the offl-line installer and see if the problems are solved.
