I’ve just spent five hours trying to figure out why every time I opened Paint.NET I got a missing api-ms-win-core-timezone-l1-1-0.dll error message. After several reboots, a sfc/scannow and a couple of system restores, I finally discovered Avast! Free was the culprit. I’m posting this in case anyone else has this error message with the same program on Win 7 x64.
I’ve decided to return to Panda Free. Avast has been a great AV in the past, but I have to move on.
