beginner question about a link and browser

hi all, i have a question this link is harmfull it has a virus in it or a virus in my computer wants to connect to it: http://runonce.msn.com/runonce3.aspx

  • Why does avast “web rep” show that this site is safe to browse… when it ISN’T…

and i have a problem my computer was or is still infected with the virus worm/trajon:sality
the symtoms are: CPU SPEED increases 100% “EVERY TIME i start a web browser” like firefox or chrome (because this virus sends spam or something from my pc , my pc is a zombie sending tons of spamm, i think…) and i dont have any other program started as this begins,nothing just my firefox browser …

-why cant i stop this … the CPU SPEED …

i have avast free edition (home)
i have a windows xp pc ,1 gb of ram , 2.8 gh proccessor…

it is all in the name..web rep = website reputation......if no one have reported it as bad.....then ::)
