It’s a known bug and Avast said it would be fixed with Avast release 17.6
The known bug is the shield not always being on when the system starts.
For what’s shown in your video, try the following: Repair Avast:
Control Panel> Program and Features (Add/remove program)>Select Avast> Select Repair. Reboot when completed

It will be interesting to see if this is fixed in the New Beta version 17.6.2305 https://forum.avast.com/index.php?topic=206494.0, but the Beta info is pretty sparse and no mention of any Behaviour Shield fix.
So which version of 17.6.xxxx is it going to make an appearance.

please share the logs with us if you haven’t done remove/repair already. Btw did you try to restart the PC if the issue persists?
