I may not be asking this in the right forum, but… I am using 2014, Paid version, and would like to know more about the Firewall. I have always just accepted defaults during the installation, but is it possible to configure the Firewall to block certain programs from having access to the Internet? To give a simple example: when trying to download the Win 8 version of Solitaire you have to agree to MS having access to My Pictures folder. (The wording is, “This program will have access to My Picures folder,” not “may request.” This is absurd, if MS has access then so does the NSA, just to play Solitaire?? So if it can be done how do I do it?

In your situation, you either give MS the permission or you don’t have the right to install the program.
This has nothing to do with firewall rules. Sorry.
Anyway, into the Firewall settings you can create a specific rule for an app, blocking it’s outbound access.
