can an infected URL malware that's undetected, but blocked by AVAST be deleted?

Hello,

Today my laptop “contracted” a URL malware (which tries to attack my network every few minutes). Fortunately, AVAST continues to block it, but when I do a virus scan to locate it in order to clean or delete it, nothing is detected. I’m assuming this is because it’s a url and not a file?

Is there any way I can remove this from the laptop? I have a Dell Inspiron 1520, Microsoft Windows XP Home Edition.

It looks like it is not yet detected by avast. The executable - Label_Parcel_ER23584US.exe - is located in a temp folder.
