I’m looking into getting Avast and buying a sub. But I take issue with anti-viral apps running all the time because I’m not putting the PC at risk all the time. So, I’d like to know if Avast can be stopped. And I don’t mean turning off real time scanning. I mean exit the app.

No. There are always components running, like services.
You can run Avast in passive mode, which makes it an on demand scanner only.
I do question the idea of “I don’t put the PC at risk all the time”, especially if you’re connected to the internet. That’s like saying you only put on your seatbelt when you intend to drive dangerously. What if you’re driving ‘safely’ and another car hits you?

Simply being connected to the internet isn’t a danger. It’s what I do with it is the risk. And that’s where I trust my skills.
