Can DVD RW Drives Burn CDs

Can DVD RW Drives typically burn CDs? Or is it a case by case basis where some do and some don’t?

I was at my friends’ place a couple of weeks ago. My intention was to copy my stuff from my Flash Drive to a CD so that I could then be able to install that stuff in my other computer, my Windows 98SE computer where I can’t use my Flash Drive. But, then I noticed their computer had a DVD RW Drive instead of a CD Burner Drive. WOULD I be able to burn a CD on that DVD RW Drive?
