Can ISP's block sites starting with https?

I just have a doubt…

Can ISP’s block website starting with https?

I have noticed here, that they are not blocked

For example

https://www.proxicate.net

But http://www.proxicate.net is blocked

What can be the reason?

Given your country, nothing would surprise me as DNS servers, rather than ISPs could route or even block sites, so technically it is possible.

So given what the site is attempting to do anonymous browsing, under https they couldn’t monitor the traffic.

I have no problem reaching the https site.

I am just thinking, maybe they don’t have the system to block https sites here in this country

I did some googling and found out that in countries like Saudi Arabia or Afghanistan, people use https sites to bypass restrictions on http sites.

At first I though you mentioned that you meant that they were blocking the https content, but I can also visit the http site as no such possible DNS filtering at my end ;D
