Yes remove the conflicting application avp.exe which is causing the collision, I would suspect is some form of email scanner (AV) as it is that which is gobbling up all the connections.
avp.exe is a process belonging to Kaspersky Internet Security Suite which protects your computer against Internet-bound threats such as spyware and trojans ...
So having two resident AVs is a no, no, they are more likely to cause conflict rather than increase protection.
