Cannot install Avast Free on Windows 10 in a clean install after download

I have downloaded Avast Free on a Windows 10 laptop.
When I try to install it, I get a message saying that the version is incompatible with the OS and to contact the software supplier.
Windows Defender is disabled, and I have disabled the anti-virus running.
How can I install Avast?
