cannot login in to forum

i have 2 machines running win10 and Avast - all apparently up to date .

when i open the web page for the forum on machine A and click on login, the next page that opens shows internet access blocked.

i have attached screen shots.

finally i dont understand how the ‘insert image’ i.e works???
