Cannot Uninstall/Reinstall- No Response At All<

Not sure if i’m supposed to post this here or?

I’m running Win 7-64bit. Few weeks ago my Pc was restarting randomly on login’s and or when i have a lot of tabs/apps open and i start closing a few(i run duel monitors). And noticed my Avast icon disappeared from bottom right corner of the screen by the clock.

In Task manager under Services;Status shows as (stopped).
In [Msconfig] under services/startup the boxes are both (checked) for Avast.

Under Control Panel/Programs and Features, clicking (uninstall) does nothing, no loading/no response.
Grabbed new Avast program to reinstall, again i click it but no response at all (all under run as admin too)
In folder where Avast is installed, I cannot find the .exe to bring up the program, nor does any of the .exe’s i click on respond.
-Nor can i delete the Avast folder in program files or the Avast Browser, says (you need permission to perform this action)
I checked on Avast web. says my Avast ver. is 2015 (10.3.2225) and is (Offline). Not sure how accurate that is.

Last but not least, i started up windows in safe mode, and tried using (avastclear) as Admin, but again no response of any kind.
I’ve been using Avast for many years now, so this isn’t a fresh new installation.
As to the restarts it doesn’t happen everyday nor does it restarted when i play Pc games that require a lot of juice to pull,
The restarts began as early this year as i can remember. Could it be a virus?
-the hard drive i use is fairly brand new; Samsung SSD 850 pro 128GB.
I have no other Anti Virus installed and wish to have Avast working again on my machine as quickly as possible.

Any advice?

Attach your basic diagnostic logs. (MBAM, FRST and aswMBR)

I grabbed both of them, but when i try an double click on any of them i get no response/loading of any kind (as admin).
I notice some application’s respond and install no issues, I tried grabbing AVG anti virus and that application does not respond
at all as well.
Running in a different compatibility mode under properties does nothing.

When i try and scan something with avast by right click on it and i have the option to scan it i get this error-
(Avast UI process (AvastUI.exe) is currently not running).
Dunno how helpful that is, thought i’d throw it in.

You can also run the tools in safe mode, try that.

See if a repair of avast is working and provide the logs files as requested.

-I get the same results in safe mode as well.
I don’t understand the logs files you are asking me for, can you elaborate or point me in the direction how i may obtain them?

-anything Avast related does not respond in anyway even in safe mode.
I don’t even see the processes start up in super task manager.

ok the MBAM and aswMBR that won’t start up? just making sure … cause i dunno if there’s a manual of getting them or
