Cant Remove Avast NDIS Filter Miniport

So I had to uninstall Avast and I used the aswclear.exe from SafeMode then restarted, then ShutDown, then powered back on. The Avast Firewall NDIS Filter Miniport was still in my device manager. Is this normal, I uninstalled Avast completely, to include using the removal tool in the described manner?

Why is Avast leaving this on my system?

Here is the device manager showing after UNINSTALL then ASWCLEAR from SafeMode:

Right click the device and choose to uninstall it. I think this will help.
