For some reason i just cant seem to get Avast off of my computer, I have been trying everything possible for hours already and nothing has been working. Not only that but when i try to open or delete anything in my avast folder It says i don’t have proper permissions even when i try to do it in administrator mode. I have already tried what seems like everything from avastclear, safe mode, and other anti viruses.

How are other anti-viruses going to help to uninstall Avast. ???
What operating system, what SP, what avast version? What other antivirus programs?
Sorry for wording it strangely but what i meant by that is that i tried using this to delete it because nothing else worked https://www.iobit.com/en/advanceduninstaller.php.

If there is a restore feature in whatever product you’ve used, I’d use that to restore Avast back to where it should be (via iobit?). Edit:]

Remove any old a/v’s even if already uninstalled: https://support.avast.com/en-ww/article/11/#artTitle
Don’t use a third-party uninstaller to uninstall an antivirus, use the vendor’s uninstall utility.

Use a Live Linux CD to remove Avast.

If you are seeking help, people (other avast users) are prepared to help, if you have come to vent, I doubt it would be acceptable.
I have already tried using avastclear.exe before IObit but whenever i open it it just loads infinitely
There’s always a ‘Reset’ of your Operating System.
