Have (or did) you another AV installed in this system, if so what was it and how did you get rid of it ?
What is your firewall ?
Does it allow ashWebSv.exe and avast.setup internet access ?
If it does delete the entry for them and reconnect to the internet and do a manual update, this will force the firewall to ask permission again.
Terminating the Web Shield should allow connection if it is ashWebSv.exe being blocked, which is preferable to going totally unprotected. The best solution is to ensure your firewall isn’t blocking avast.
ya, i had norton 360, i uninstall it and forgot to restart the my computer, i installed the avast AV and these problems occured. nevertheless thanks for the help, i’ll try it if it will work, by the way my using the windows firewall.

Though from your comment “avast is under the exemption box” I suspect that you are using the windows firewall. So is your OS XP or Vista Home version ?
There was a proviso, if permission was granted to the avast processes by the firewall to delete the entries and force the firewall to ask permission again.
Yes Norton is one of the AVs most likely to cause conflict with a new security application. Their add remove uninstall function has caused major issues as many forum topics attest.
Glad that you have got rid of the remnants and everything is working OK.
