CHANGING HDD STATION CAPACITY, HOW?

Hi there.
I got ONE internal HDD in my pc.
The HDD stations are named C: and E:
C: has 15,8 free GB.
E: has 54,4 free GB.
E: has one folder aboard: $RECYCLE.BIN (I can’t delete it, where is it for)
I want to increase C: capacity while decreasing E: capacity at the same time.
How to proceed?

Replies with suggestions are welcome, thanks in advance. PS What's E: for?
