Reading the help section I see several options under Modify Profile, but when I go to my profile I see only one option, Account related Settings. Do I have to do something to get the other options? At this point I would like to use the Forum Profile Information option.

Yes, you need to make at least 20 posts in order to make changes to your profile.
This was implemented some time ago to help prevent spam on the forum. It will not take long to get 20 posts but it did cut down the spam on a public and popular forum such as this one.
