I want to connect my Inspiron Dell 530 desktop to TV. What kind of cable would be needed? Any suggestions! How do I go about it?

What you need to do is find out what connections you have on the Pc and TV, for example,
HDMI
DVI
15 pin VGA
Component RGB
S-Video
SCART
Phono Video input.
Once you know what you have, its just a question of picking the one you want to use, although each will offer different picture quality.
DVI-D or HDMI, will give the best picture quality.
VGA or RGB Component, next best option.
S-Video, the worst one.
Here are a few examples of how you can connect your PC to TV.
HDMI cable
DVI-D cable
DVI-A to VGA
*If using this, you have to make sure your TV DVI input can accept an analog DVI signal.
DVI-D to HDMI cable
VGA Cable
VGA to RGB Component cable
S-Video cable
If the GFX card was supplied with the RGB component adapter, you can use an RGB component cable.
S-Video to SCART cable
S-Video to Phono

The quality of picture on TV is not as good as it on the computer monitor. Is there anything that can be done to improve quality of the picture on TV?
Unless you have a TV that supports higher resolutions then no there’s nothing you can do that would drastically change that. The problem is that most regular tv’s only have a resolution of up to 800x600 and that’s pretty low compared to your monitor. But movies should still look good on your tv since their native resolution is also pretty low.
Exactly, Miha is right when he said that.
Picture quality on my 32" LCD HDTV is a lot sharper than on my 17" LCD monitor. That’s because TV is HD capable and even more important, my video card is HDTV compatible. So you need to have both in order to get wonderful and crisp computer image on your TV.
You never mentioned what’s the model of the TV you have. In case it is some older model, I highly doubt you will ever get a good image quality on that one. Post some details and then we will be able to see what can be done…

My TV is 32’’ TV set Quintrix 100 Hz Panasonic TV. I bought it some 7 years ago.

I’m afraid even Panasonic web site does not support this model any more. I wasn’t able to find specs, but even though, I am pretty sure you won’t be able to get crisp and clear signal sent from your computer. S-Video is a lot better than composite video (3 separate cables, two for audio L/R and one for video signal), but still not enough.
I am sorry, but you will have to go with some HDTV and some video card that supports HD. Maybe this is what to consider buying when old TV dies…
