I disagree with one of the “myths.” Some cookies do create (or are responsible for) popup ads. I experienced this a few years ago and after clearing out the cookie folder (I don’t recall running any other kind of scan,) the problem disappeared immedietely. Using IE 6’s cookie settings rectified any future problems.

I IE go to Tools then Internet Options then Privacy then Advanced and set up cookie handling to Block Third-party Cookies.
Make sure Pop-up Blocker is enabled as well.
