That is a windows problem.
Check if the file is on your system.
If it is, make sure it is registered.
Step 1 did not work. (sorry about the million misspellings. I did not have my glasses on)
Is the file on your system ?
If it is, is it in c:\windows\system32 ?
Also the OP spelled it wrong. It starts out as dhcpsvc.dll and ends up as dhpcsvc.dll.
Better find those glasses
