Re-install Chrome
Unless you did this yourself, malware has changed your Chrome version into the Development Build. Among other things this allows malware to install any extension it wants. We need to resolve this.

Download MCShield to your desktop and install
It will initially run a scan and show the result as a toaster by the system clock
Then in the control centre select scanner and tick unhide items on flash drives

Run the programme and select Remove Java Runtime. Uninstall all versions of Java present

When did the explorer popup appear ?
Go to control panel > folder options > view tab
Place a tick in hide extensions
the explorer pup appear after running fixlist and mcshield
and then I restart my laptop
it appear every time the laptop restarted
