I found a file in Start Up called Dinotify.exe (running Win7Pro) It associates its’ self as Device Driver Install and looks like my tiny Apple Air Port system tray icon. Since I was not sure about this I stopped the process.
Google searches on this are ambiguous at best.
Any feedback is appreciated.

Did you disable it in msconfig by any means? Insert your windows cd and perform a repair.
